Provides a stable contract address used by the BlockBits Platform.

Stores the address to the current Application Entity in use.

An Application Entity address can be changed only by a successfully voted Code Upgrade Proposal.

In the "Phase 4 - Development Completed" stage of the application, it will own the rights to the "blockbits.eth" and "blockbeats.eth" ENS Domain names, and will update them to point to the latest Application Entity address
